INTERESTING BACKGROUND INFORMATION
Asheesh Singh, a distinguished IAS officer of the 2010 batch from the Madhya Pradesh cadre, currently serves as the Municipal Commissioner of Indore Municipal Corporation. Under his leadership, Indore has witnessed an impressive transformation in waste management, where he and his dedicated team managed to clear an astounding 13 lakh tonnes of garbage in just six months. This monumental effort not only reflects his commitment to cleanliness but also showcases his administrative prowess in tackling urban challenges head-on.
Before taking on the role of Municipal Commissioner in May 2018, Singh held several key positions that laid the foundation for his impactful leadership. He served as the Chief Executive Officer of the Zila Panchayat in Indore, and held the post of Additional Municipal Commissioner in Ujjain. His rise through the ranks of the civil services can be attributed, in part, to the inspiration instilled by his father, a school teacher who encouraged him to pursue a career in civil service with the aim of serving the community. This personal motivation has undoubtedly shaped Singh’s approach to governance, particularly in implementing projects that directly benefit the citizens of Indore.
Singh’s proactive strategies in waste management stand out, especially when he identified and addressed the inefficacies of existing systems. He noted that the Prime Minister’s Swachh Bharat Abhiyaan initiative was progressing at a sluggish pace, with only 2 lakh tonnes of garbage cleared in two years. Singh decided to take matters into his own hands by reallocating the task of waste clearance from private agencies, which charged exorbitant rates, to his own team. Impressively, the entire clearing operation was completed within a budget of just ₹10 crore, demonstrating his ability to optimize resources effectively.
His daily routine exemplifies his dedication to the city’s cleanliness and overall improvement. Starting each morning at 6:30 a.m. and often continuing until 10:30 or 11 a.m., Singh personally oversees crucial operations throughout Indore. In his quest for sustainable waste management, he implemented innovative solutions, such as installing machines for waste segregation and promoting the use of khadi bags to eliminate plastic. Initiatives like the ‘Bartan Bhandar’ scheme, which allows residents to rent utensils free of cost to reduce plastic usage during events, and the ‘Jhola Yojna,’ which provides reusable bags, reflect his commitment to fostering community involvement in environmental sustainability.
The results of Singh’s unparalleled efforts were evident when, in 2019, Indore was recognized as the cleanest city in India for the third consecutive year in the Swachh Bharat Abhiyan rankings. His commitment to cleanliness was further highlighted when he appeared on the renowned game show, Kaun Banega Crorepati, on October 2, 2019, alongside Dr. Bindeshwar Pathak, the founder of Sulabh Sanitation. This appearance not only celebrated the city’s achievements but also served to inspire a broader audience to engage in the vital conversation around sanitation and urban cleanliness.
